Wikileaks Honduras: State Dept. Busted on Support of Coup
According to a leaked cable, by July 24, 2009, the U.S. government was totally clear about the basic facts of what took place in Honduras on June 28, 2009. But a month after the cable was sent, the State Department was publicly pretending that the facts were murky and needed further study. Why did the State Department drag its feet, pretending that facts which it knew to be clear-cut were murky? Why didn’t the State Department speak publicly after July 24 with the same moral clarity as the July 24 cable from the Embassy in Honduras? Had it done so, history might have been different.
Why this matters now: because major US media refuse to report evidence of US “involvement” in coups in Venezuela, Haiti, and Honduras, or acknowledge that it exists, and that’s why we’re trying to help as many Americans as possible see the Oliver Stone documentary, “South of the Border.”

I don’t think Obama promised to change this.
There seems to be confusion over the laudable goal of “transparency” in how we pass legislation and the mistaken idea that we will no longer have any spies, “top secret” clearances, etc.
Personally, I’d LOVE to see things like “secret holds” in the Senate go away. But if anyone thinks anyone is electable running on a platform of “no more secrets” they’re in for a big disappointment.

It’s well known that the CIA began testing substances like LSD on soldiers beginning in the 1950s but less is known about allegations that the agency implanted electrodes in subjects.
A 2009 lawsuit (.pdf) claimed that the CIA intended to design and test septal electrodes that would enable them to control human behavior. The lawsuit said that because the government never disclosed the risks, the subjects were not able to give informed consent.
Bruce Price, one plaintiff in the lawsuit, believes that MRI scans confirm that the CIA placed a device in his brain in 1966.

The Wikileaks project seems to be, more than anything else, an assault on secrecy. If Wikileaks were most concerned about whistleblowing, it would focus on revealing corruption. If it were concerned with historical truth, it would emphasize the discovery of verifiably true facts. If it were anti-war, it would safeguard, not disrupt, the conduct of diplomatic communications. But instead, what Wikileaks has done is to publish a vast potpourri of records — dazzling, revelatory, true, questionable, embarrassing, or routine — whose only common feature is that they are classified or otherwise restricted.

Context matters. Even Democrats vilify “leftwing” governments in other countries — so — expecting this country to defend one is a little much.
However — if the Honduran coup was the product of planning that had included the US — Obama certainly made clear that he wasn’t going to be supporting it since unlike whomever in the state department — he didn’t say it needed further study — he IMMEDIATELY said it was illegal.
And it just goes to show you how effective that demand that Obama speak out on this or that would actually be — as if he can just speak change into being. He called the coup illegal — apparently the state department didn’t care what he thought.

With some European countries almost completely dependent on financial services (neo-colonialism) — they really “need” to maintain and try to expand neoliberal economic policies. We don’t need it as much as they do — our role has been that of the stupid thug that can easily be sweet-talked into doing whatever the bosses want.

With some people claiming Hillary violated international law and should resign — and because of the White House defense of her — I decided to go read the cables they cite as evidence.
As I read — once again I had the feeling of sins of my past coming back to haunt me. I admit that during the Bush years — I would have overlooked and possibly even joined in “spinning” the contents of those cables in a way that reflected badly on the Bush administration. In that sense — somebody who would say I am different — now — would be correct. At the time — I assumed that all my left leaning friends were “in” on the spin. In fact — I generally did that “for fun” — to pick at rightwingers — I wasn’t serious. At the time — I had no idea that some people believed what I saw as deliberate “spin” was a genuine interpretation and representation of those events. To my credit — depending on the circumstances — if I thought it was important — I’d say “all spin aside” and give my honest opinion on something.
Those cables make clear that the request is pursuant to directives that went out years ago — long before Hillary was SOS. It’s also clear that it’s advising people on information they should collect and report if and as they get it in the course of their activities — it isn’t instructing them to engage in espionage to get it.
Who doesn’t know that the CIA collects as much info as possible on other countries and it’s representatives? Hell — they even make some of the data they collect available to the general public. I can’t begin to count how many times I’ve searched for some kind of information — whether it be demographic, political, social or geographical — about some country and found the info I was looking for in the CIA factbook — or whatever it’s called.
Those cables tell people the kind of information US intelligence wants them to report should they get it. It clearly says include — if possible — x, y, z — and tells them that they are particularly interested in reports of discussions on some priority topics.
Which — the downside to not having cable anymore is that I can’t check in on the mainstream news to see if the stuff on the net is flying in the “real world.” So — for all I know — this stuff may be an issue only among the redundant membership of the websites I frequent. And I include redundant because some people tend to add it all up as if all the members of each site are unique to the whole — which means that 5 comments they saw at 5 different websites making them think that opinion seems kind of popular might all come from 1 person saying it in 5 places.

Actually, the CIA has been in a huge trend to downplay Humint, Human intelligence, with Bush shutting down some CIA sites around the world. They have since started it back up again, as they realize that the best info is on the ground, with people flowing within the society they are watching. In fact, the best info comes from Humint, in non-classified areas.
Folks, the internet is also giving us the ability to do humint on our own.
I agree, having read quite a few of them, those cables are biased and reflect an SOS agenda. Now I really like Hillary.

It has been one long battle for WikiLeaks merely to exist on the Internet since it started publishing the U.S. diplomatic cables. The cat-and-mouse game that it has had to play to retain an accessible address in cyberspace is the result of a virulent attack launched by right-wing lawmakers in America and their supporters, and commercial entities such as Amazon, which caved in to the pressure. But more fundamentally, the WikiLeaks saga represents the acid test for free speech. With each tranche of documents published online, the world is witnessing the total loss of dominance of secretive governments over information. The backlash has come swiftly, with bellicose American Senators engaging in plain intimidation to get commercial entities to stop offering services to WikiLeaks on the ground that it is distributing material it does not own. Some politicians have made a jingoistic pitch and called for the execution of the source of the leaks. This is nothing but Digital McCarthyism. Were it not for the threat it poses to the free Internet, it would even appear amusing. Earlier this year, President Barack Obama was ‘troubled’ by the cyber attacks on Google, which were said to originate in China, and wanted those responsible to face the consequences. The more freely information flows, the stronger society becomes, he had said during an earlier visit to China. Secretary of State Hillary Clinton was also strongly critical of Internet restrictions in China. Now the boot is on the other foot. Concern for free speech is nowhere in evidence as extra-legal methods are deployed to deny Americans their First Amendment rights.
The campaign against WikiLeaks is a clear move to censor political material on the Internet and, potentially, on other media. The first moves made by lawmakers such as Senator Joe Lieberman, who chairs the Homeland Security and Government Affairs Committee, have no legal foundation and yet have succeeded with Amazon and PayPal. What has followed is shockingly repressive and obscurantist. The Library of Congress blocked access to WikiLeaks across its computer systems, including reading rooms, and Columbia University students aspiring for diplomatic careers have been advised not to comment on, or link to, the whistleblower website’s revelations. It is doubly tragic that such concerted attacks are securing support from countries with a progressive legacy such as France. The intolerant response to WikiLeaks is a potential threat to all media and must be fought. Senator Lieberman and other lawmakers have introduced legislation that proposes to make the publication of an intelligence source a federal crime. Already, U.S. law allows the shutting down of some Internet domains managed in that country on grounds of infringement of copyright. The threat to the publication of inconvenient material, even with responsible redactions, is all too real.

I think drawing comparisons between these situations is kind of simplistic.
The Assange thing is a soap opera — the charges against him just tabloid gossip type stuff about a current fad.
The Ritter thing was different. Ritter’s situation had less of an attention-seeking quality to it — less room to consider it a self-serving thing. And well — in Ritter’s case — his troubles began before he tried to warn us that the Bush administration was making a phony case. They leaked info about about him to discredit him.
But — here’s something that I find rather funny about Assange’s defenders. If Assange was currently in the news for doing something they didn’t like — that headline would read “Assange’s Former Girlfriend Worked With US-Funded, CIA-Tied Anti-Castro Group” or something to that effect.
The Assange thing is almost a joke — except sooner or later he just might get and publish something with tragic repercussions. The Ritter story is filled with genuine tragedy — the lives lost in that war for lies and Ritter’s apparent sexual dysfunction.

What troubles did Ritter have before he said that Iraq was not a WMD threat? I read him and a lot about him at the time. AND i believed him. Where did he have apparent sexual dysfunction? And certainly not more so that George Bush and his rape allegations.
No, I just don’t see it that way. I don’t find the Assange thing to be anything like a joke.

I believed Ritter’s statements about Iraq. I don’t do ad hominem. I read the UN reports and the things Ritter said matched what was in those reports. And those things that weren’t covered in the reports made sense in the context of the events as reported at the relevant time.
Ritter’s first brush with sex charges had already happened by the time he was making headlines over his claims about Iraq. What happened with him is that the details were supposed to be kept underwraps and somebody went public with them in an attempt to discredit him. Very recently Ritter got caught in an internet sting — again.
Ritter repeatedly getting caught in police internet stings is not quite the same thing as the Bush story. Ritter was caught more than once trying to set up sex with somebody posing as a minor — and this last time — he was masturbating on the web cam.
I call it dysfunction because regardless of what actually transpired — if he did think his internet “partners” were at least 18 — after getting into trouble trying to have sexual encounters of whatever kind with young girls no matter their age — he would have stopped looking for that kind of stuff online.
And the Assange thing? He was staying with the first woman — the one the headline is talking about — and having sex with her. He met the second woman — which is the one who actually pressed the original charges — afterwards and began having sex with her. The condom broke and then she supposedly learned that he was having sex with the first woman at the same time — and she filed charges to try to get his HIV status. Apparently you can do that in Sweden — or wherever they are.
So — Ritter’s troubles are tragic. Assange’s are the stuff soap operas are made of.

I just don’t see where he was convicted of the Jan. accusations, regarding Scott Ritter. I can’t find anywhere where it says how the trial went in Sept. 2010.
I am sorry. It was a sting operation that probably fell down in court due to the way that it was illegally set up.
I don’t think it is a crime for a person to have cyber sex. And it isn’t a crime to have it with someone who may or may not be underage. There is no way to know those things.
Have you ever been in one of those chat rooms? They are innane. Absolutely and totally a place where people go to NOT think. They talk about what they had for supper and how they tied their shoes that morning. And Who called Who. And I am pissed as hell at my teacher.
As for Assange, it would seem to me to be a more serious implication than Ritter’s case. HIV is nothing to laugh at.
For Ritter, no one is touching anyone. For Assange, while I hope things are bogus, and while I would certainly give my body up to him for a time merely in appreciation, viral loads seem to be pretty important these days.

I don’t know. When I logged in to delete spamming new users it showed up as being held up by Akismet because it couldn’t “check” something and said it would “check” again in 17 minutes.
I wouldn’t worry about it. It’s never happened before. I did just update the version of Akismet, though, so it could be related to a “bug” in the new version.

(S) Summary: Honduran President Jose Manuel &Mel8 Zelaya Rosales is a throwback to an earlier Central American era, almost a caricature of a land-owner &caudillo8 in terms of his leadership style and tone. Ever the rebellious teenager, Zelaya,s principal goal in office is to enrich himself and his family while leaving a public legacy as a martyr who tried to do good but was thwarted at every turn by powerful, unnamed interests. Various public statements over his tenure suggest he would be quite comfortable as a martyr who tried but failed honorably in his attempt to seek out social justice for the poor. He is comfortable working with the Armed Forces and until recently with the Catholic Church, yet resents the very existence of the Congress, the Attorney General and Supreme Court. Over his two and a half years in office, he has become increasingly surrounded by those involved in organized crime activities. End Summary.
¶2. (S) I have gotten to know Mel Zelaya quite well over my tenure as Ambassador, and offer these personal reflections on his character, his views of the United States, and on what his presidency means for our interest in the region with the objective of informing future policy choices.
¶3. (S) Personally, I have found Zelaya to be gracious and charming, quite willing to tell me whatever he thinks I want to hear at that moment. For example, in the period June-August 2007, we must have met weekly, with his agenda focused on explaining his nomination of Jorge Arturo Reina (who lost his U.S. visa for past terrorist connections) as the UN Ambassador, his presence in Managua at Sandinista celebrations and his intentions with regard to Hugo Chavez. It was interesting to see how his explanations differed from meeting to meeting, almost as if he had no recollection of our exchange just a few days before.
And there is more. He is so much like GW Bush that it ceases to be funny!!

The polarization of the debate around Wikileaks is pretty simple, really. Of all the governments in the world, the United States government is the greatest threat to world peace and security today. This is obvious to anyone who looks at the facts with a modicum of objectivity. The Iraq war has claimed hundreds of thousands, and most likely more than a million lives. It was completely unnecessary and unjustifiable, and based on lies. Now Washington is moving toward a military confrontation with Iran.
As Lawrence Wilkerson, former Chief of Staff to Colin Powell, pointed out in an interview recently, [http://www.therealnews.com/t2/index.php?option=com_content&task=view&id=31&Itemid=74&jumival=5988] in the preparation for a war with Iran, we are at about the level of 1998 in the build-up to the Iraq war.
On this basis, even ignoring the tremendous harm that Washington causes to developing countries in such areas as economic development (through such institutions as the International Monetary Fund and World Trade Organization), or climate change, it is clear that any information which sheds light on U.S. “diplomacy” is more than useful. It has the potential to help save millions of human lives.
You either get this or you don’t. Brazil’s president Lula da Silva, who earned Washington’s displeasure last May when he tried to help defuse the confrontation with Iran, gets it. That’s why he defended and declared his “solidarity” [http://www.bloomberg.com/news/2010-12-09/lula-defends-wikileaks-offers-brazil-s-solidarity-with-jailed-founder.html]with embattled Wikileaks founder Julian Assange, even though the leaked cables were not pleasant reading for his own government.
One area of U.S. foreign policy that the Wikileaks cables help illuminate [http://www.mediahacker.org/2010/11/wikileaks-cablegate-and-haiti/], which the major media has predictably ignored, is the occupation of Haiti. In 2004 the country’s democratically elected president, Jean-Bertrand Aristide, was overthrown for the second time, through an effort led by the United States government. [http://articles.latimes.com/2004/mar/04/opinion/oe-sachs4]Officials of the constitutional government were jailed and thousands of its supporters were killed.
The Haitian coup, besides being a repeat of Aristide’s overthrow in 1991, was also very similar to the attempted coup in Venezuela in 2002 – which also had Washington’s fingerprints all over it. Some of the same people in Washington were even involved in both efforts. But the Venezuelan coup failed – partly because Latin American governments immediately and forcefully declared that they would not recognize the coup government.
In the case of Haiti, Washington had learned from its mistakes in the Venezuelan coup and had gathered support for an illegitimate government in advance. A UN resolution was passed just days after the coup, and UN forces, headed by Brazil, were sent to the country. The mission is still headed by Brazil, and has troops from a number of other Latin American governments that are left of center, including Bolivia, Argentina and Uruguay. They are also joined by Chile, Peru and Guatemala from Latin America.
Would these governments have sent troops to occupy Venezuela if that coup had succeeded? Clearly they would not have considered such a move, yet the occupation of Haiti is no more justifiable. South America’s progressive governments have strongly challenged U.S. foreign policy in the region and the world, with some of them regularly using words like imperialism and empire as synonyms for Washington. They have built new institutions such as UNASUR [http://www.cepr.net/index.php/blogs/cepr-blog/unasur-emerging-geopolitical-force/]to prevent these kinds of abuses from the north. Bolivia expelled the U.S. ambassador in September of 2008 for interfering in its own internal affairs.
Is it because Haitians are poor and black that their most fundamental human and democratic rights can be trampled upon?
The participation of these governments in the occupation of Haiti is a serious political contradiction for them, and it is getting worse. The Wikileaks cables [http://www.mediahacker.org/2010/11/wikileaks-cablegate-and-haiti/] illustrate how important the control of Haiti is to the United States.
A long memo [http://213.251.145.96/cable/2007/03/07PORTAUPRINCE408.html]from the U.S. Embassy in Port-au-Prince to the U.S. Secretary of State answers detailed questions about Haitian president Rene Preval’s political, personal, and family life, including such vital national security questions as “How many drinks can Preval consume before he shows signs of inebriation?” It also expresses one of Washington’s main concerns:
“his reflexive nationalism, and his disinterest in managing bilateral relations in a broad diplomatic sense, will lead to periodic frictions as we move forward our bilateral agenda.
Case in point, we believe that in terms of foreign policy, Preval is most interested in gaining increased assistance from any available resource. He is likely to be tempted to frame his relationship with Venezuela and Chavez-allies in the hemisphere in a way that he hopes will create a competitive atmosphere as far as who can provide the most to Haiti.”This is why they got rid of Aristide – who was much to the left of Preval — and won’t let him back in the country. This is why Washington funded the recent “elections [http://www.cepr.net/index.php/elections/]” that excluded Haiti’s largest political party, the equivalent of shutting out the Democrats and Republicans in the United States. And this is why MINUSTAH is still occupying the country [http://www.cepr.net/index.php/minustah/], more than six years after the coup, without any apparent mission other than replacing the hated Haitian army – which Aristide abolished – as a repressive force.
People who do not understand U.S. foreign policy think that control over Haiti does not matter to Washington, because it is so poor and has no strategic minerals or resources. But that is not how Washington operates, as the Wikileaks cables repeatedly illustrate. For the State Department and its allies, it is all a ruthless chess game, and the pawns matter. Left governments will be removed or prevented from taking power where it is possible to do so; and the poorest countries – like Honduras last year – [http://www.cepr.net/index.php/op-eds-&-columns/op-eds-&-columns/top-ten-ways] present the most opportune targets. A democratically elected government in Haiti, due to its history and the consciousness of the population, will inevitably be a left government – and one that will not line up with Washington’s foreign policy priorities for the region. Hence, democracy is not allowed.
Thousands of Haitians have been protesting [http://www.cepr.net/index.php/blogs/relief-and-reconstruction-watch/minustah-responds-to-day-of-protests-by-tear-gassing-idp-camp] the sham elections, as well as MINUSTAH’s role in causing the cholera epidemic, which has already taken more than 2,300 lives and can be expected to kill thousands more in the coming months and years. Judging from the rapid spread of the disease, there may have been gross criminal negligence on the part of MINUSTAH – i.e. large-scale dumping of fecal waste [http://www.google.com/hostednews/ap/article/ALeqM5gXnA1Hxq9FM3EuY_FSOZ7GTA0y-Q?docId=e02d10ba8abe485bb2702a97b%20%20b1c6845] into the Artibonite river. This is another huge reason for them to leave Haiti.
This is a mission that costs over $500 million a year, when the UN can’t even raise a third of that to fight the epidemic that the mission caused, or to provide clean water for Haitians. And now the UN is asking for an increase [http://www.cepr.net/index.php/blogs/relief-and-reconstruction-watch/wikileaks-reveals-minustah-fatigue-among-minustah-members]to over $850 million for MINUSTAH.
It is high time that the progressive governments of Latin America quit this occupation, which goes against their own principles and deeply held beliefs, and is against the will of the Haitian people.

The Swiss government had in 2007 rejected requests made by the US missions in Bern and Geneva to protect their buildings through a surveillance programme “due to a lack of legal basis and bilateral accords on this domain,” the ministry said in a statement.
However, it emerged late last year that US embassies in Norway and Denmark had been conducting similar programmes.
Following the disclosures in Scandinavia, “Swiss authorities have found, during last autumn, indications showing that such a programme is ongoing at the US mission in Geneva.”
Swiss authorities have sought the immediate suspension of the programme and are “now proceeding with an in-depth examination of the situation in Geneva,” added the ministry.
Since news broke in Scandinavia of the programme, Washington has acknowledged conducting surveillance through its embassies, but has insisted it is aimed solely at protecting its missions against attack and is carried out within the laws of the host countries.

WASHINGTON — Faced with the worst-ever single attack by foreigners on American soil, the U.S. military set up a human intelligence laboratory at Guantanamo that used interrogation and detention practices that they largely made up as they went along.
The world may have thought the U.S. was detaining a band of international terrorists whose questioning would help the hunt for Osama Bin Laden or foil the next 9/11.
But a collection of secret Bush-era intelligence documents not meant to surface for another 20 years shows that the military’s efforts at Guantanamo often were much less effective than the government has acknowledged.
Viewed as a whole, the secret intelligence summaries help explain why in May 2009 President Barack Obama, after ordering his own review of wartime intelligence, called America’s experiment at Guantanamo “quite simply a mess.”

Wikileaks revelations about Gitmo bad news for Obama
In May 2009, when U.S. President Barack Obama was defending his decision to close Guantanamo’s prison, he vowed to review the intelligence files of every remaining detainee.
“We’re cleaning up something that is, quite simply, a mess — a misguided experiment,” he said in a speech at Washington’s National Archive.
Now that messy experiment is public for the world to see.
Yeah, I’m going to vote for Obama again. Because the GOP will take away SS and medicare and give the money in those accounts, which I’ve paid into for almost 40 years, to rich bastards who don’t need any more money, and are only “job creators” WHEN THERE’S DEMAND FOR WHAT THEY SELL. It has nothing to do with how much money they have.
But I’m underwhelmed.
I mean, yeah, Bush was the.worst.president.ever, and yeah, he left us massively in debt, with no work, fighting two wars. I may not have the answers, but I’m not the POTUS. I expect a Democratic POTUS to fix this shit.

Julian Assange ‘will be given asylum in Ecuador’

1The WikiLeaks founder took refuge in the Ecuadorean embassy in London on June 19 after losing his appeal against extradition to Sweden where he is wanted over allegations of sexual offences.
After formally applying for political asylum, a decision was due this week. In the meantime, a warrant for his arrest for breaching his bail conditions means he is likely to be rearrested if he steps outside the embassy.
According to an official close to the government, Correa has already decided to approve Assange’s application.
“Ecuador will grant asylum to Julian Assange,” a source told the Guardian.

The Swedish Prosecution Authority wants to extradite Mr Assange to have him questioned in Stockholm in relation to sexual assault allegations by two women.
