The Shadow Government Knows

Deep in an underground cave in the mountains of Virginia, a secret group of 100
are assembled, led by Vice President, Dick Cheney. Living there for a three
month rotation, they are sworn never to reveal their mission or whereabouts.
Their instructions are to answer any inquiry with, "It's a business trip."
There are two of these secret subterranean cities. One under Weather Mountain in
Virginia and the other under Raven Mountain in Pennsylvania. These are not your
ordinary bat-filled damp caverns. They have filtered air, sidewalks, public
transportation, phones, TV, luxurious suites and dormitories. They generate
their own power, are fully stocked with food and medicines, a water supply and
even a small lake, fed by an underground spring. They are not the domain of
Lamont Cranston or Batman's alter-ego, Bruce Wayne, but the headquarters of the
"shadow government".
On March 1, 2002, President Bush announced that, unbeknownst to Congress, it had
activated this parallel shadow government six months earlier in the hours
following the attacks on New York and Washington, D.C. on 9-11. Established in
its present form by Richard Nixon, during the Cold War, with Executive Order
11490, it was to provide for the continuity of government, or COG, in the event
Washington was hit with a Soviet nuclear attack or any other national emergency.
Just what would qualify as an "other national emergency" is left unspecified.
The announcement explains the mysterious whereabouts of Dick Cheney and his
intermittent absences. With the continued threats of more terrorist attacks, he
and 70 to 150 civilian managers staff this government-in-waiting, which will be
in place as long as there is a War on Terror, or in other words, indefinitely.
It's funded by a black budget, thereby avoiding any government oversight.
Among the provisions of E.O. 11490 are the registration of the civilian
population, selecting, training and determining the skills of the people to
provide the labor necessary to maintain services and defense, and relocation to
camps to provide housing. Does that sound familiar to anyone who studied
European history of the 1930s?
Our founding fathers, in their infinite wisdom, recognized the tendency of power
to corrupt, so they provided, in our Constitution, a system of checks to balance
the power that would fall to any one man or branch of government. While the Bush
administration has brought avoiding our Constitutional provisions to an art
form, the shadow government is their masterpiece, since it contains only
executive branch departments. Without the legislative or judicial checks, what
we have is a virtual dictatorship.
And so, deep beneath the earth in a secure location, a shadow government waits
to ensure a continuance of government. That government however, won't be
American democracy.
